This guidebook is the result of two months worth of interviews with education stakeholders about the Colorado Achievement Plan for Kids (CAP4K). The purpose of this investigation was to document the policy process that produced CAP4K, analyze and clarify the stakeholder network, and catalog stakeholder concerns and opinions about the policy.

The study examines state-level policies on K-12 online learning. It provides information on specific topics of K-12 online learning policy and practice as well as analysis and discussion of the issues. 11 states were chosen for this study, including: California, Colorado, Florida, Idaho, Illinois, Michigan, Minnesota, Ohio, Pennsylvania, Texas, and Wisconsin.
